The sockets also make up for its statlessness. The proc does 12.56% increased attack speed as of the latest patch, which buffed haste rating by 50%, for those too lazy to do the math. All in all a very solid offhand/tanking weapon. Once or twice I had it proc more conveniently, where it would proc and then proc again about 8 seconds later than proc again about 6 seconds after the second proc, giving a solid 20+ seconds of 132 haste rating. I've had it proc 3 times in all of two seconds a few times. Saw at least 1 proc, normally 2-3 on each boss fight, which lasted about 90 seconds a piece. Tends to proc once or twice every other pull. Though flurry and my other speed-increasing abilities (Bloodlust/Berserking/Abacus of Violent Odds) may increase the proc rate (not sure whether it is PPM or not), it seems to happen quite often. More hits = more windfury = more win, the burst damage can some times be ungodly. The haste effect and already fast speed makes it brutal combo with slow, hard hitting main hand when using windfurys, especially when using Bloodlust also. Also I consider the haste effect so powerful for enhancement shaman that it could possibly be even better than any offhand weapon from Karazhan. This makes the truncheon possibly one of the best offhands available pre-raiding in TBC.
